The ESCA advises the managers of cluster organisations and funding programs and political decision-makers in the use of benchmarking to encourage cluster development. They communicate certified quality to companies or research institutes looking for an appropriate cluster management organisation, and they provide an independent assessment criterion for European locations competing for funding or seeking to attract expertise and managers.
